22 townhomes are planned in Dover, New Hampshire on Fisher Street

DOVER — A development team has proposed a four-building, 22-townhome apartment complex on Fisher Street.

The townhomes would be built on a vacant lot that was previously a planning lot used by the city, according to the proposal submitted to the Dover Planning Department.

Each townhome will have two bedrooms and a one-car garage. The proposal also calls for a 23-space parking lot. Drawings of the four buildings show residential houses connected together.

“The site is partly compacted gravel, and the ground cover consists primarily of wooded vegetation with grassy areas along the edge of an unnamed drainage stream,” the proposal says. “The parcel is divided into a drainage ditch running east to west. It is bounded to the north by Fisher Street, to the west by the railroad, to the east by residential development, and to the south by undeveloped land.

The project requires a conditional use permit from the city and will first be heard by the city’s Technical Review Committee at the end of November.

The property owner is Dover Double Diamond Holdings North LLC, although the applicant is HJ Stabile & Son Inc. John P. Stabile II is listed as a director and president of H.J. Stabile & Son, Inc., a construction and residential real estate management company, state business records show. The company is owned by The Stabile Companies, a Nashua-based construction company.

Chad Caglieri, a Dover resident and developer, is a principal at Double Diamond Holdings North LLC.

About 77,000 square feet of the 170,468-square-foot parcel in the plan will be developed, records show. Records indicate that no wetlands will be affected by the project.

“The proposed project would connect to the City of Dover’s water and sewer, as well as Unitil, the natural gas company, and Eversource, the electric company,” the proposal said. “Water, sewer, electric and natural gas lines are currently located within Fisher Street. Construction connections will be made in accordance with the requirements and standards of the City Department of Community Services and the Fire Department.

Dover’s Technical Review Committee will hear the proposal for the first time on Thursday, November 30 at 10:30 a.m. at City Hall.
